When kids start showing up beaten and tortured in the Chelsea area of Boston police are shocked to discover that 12 year old Jesse Pomeroy is responsible. After almost a year and a half in a reform school Jesse is released and shortly after 10-year-old Katie Curren goes missing and 4-year-old Horace Millen turns up dead.
