Terry Richmond, a man, rolls into the quaint southern town of Shelby Springs, not on a horse but on a bicycle. Just as he’s about to reach the courthouse to bail out his cousin, a police car collides with him, sending him sprawling to the ground. The officers, under questionable pretenses, search him and find the cash meant for both bail and a new business with his cousin. They take the money, believing it might be connected to drug-related activities, a process allowed in the U.S. called 'civil asset forfeiture.'
