Terry Richmond, a man, pedals into the charming southern town of Shelby Springs, opting for a bicycle instead of a horse. However, before he can make it to the courthouse to post bail for his cousin, a police vehicle knocks him down. The officers, using dubious reasons, search him and uncover the money he had for bail and a new business venture with his cousin. They confiscate the cash, suspecting it to be tied to drug activities, a legal practice in the U.S. known as 'civil asset forfeiture.'
