The most comprehensive and most abstract fundamental communication system are mathematics.  Generalized statements referential to the science of patterns that are permitted by experimentally discovered mathematical relationships comprise realizations of the universal communication system that intellect’s consciousness requires as an inherent evolution necessity.  This ought to be common knowledge before whatever else the inventive initiative devises especially with respect to governing laws.  Knowledge that the generalized laws of experimentally discovered mathematical relationships govern Universe ought precede lawmaking solutions.  Primarily because truth is a relationship and a direction therefore, the political solution would least likely produce a stable pattern.  If indeed the science of patterns is mathematical and by nature not political, not religion, not justice, not the military as has historically been the least omniconsiderate special cases of the PRJMBSC. Surely humans in their living environments are always reacting to the survival conditions with which they subconsciously adapt regardless of the severity or relative ease where essentials are abundant or in short supply.  To put into a governing ruling authority, the political, religion, justice, military system, such motivated mentality may seem the best choice but as we delve into the science of patterns we find that this is not so.  Such subconscious asymmetrical structuring ‘universe-less’ components turn out to be the least comprehensive while bearing no accountability to communicating universal integrity with no apparent know how or know what respecting abstract mathematical terms nor of the science of patterns. 

Ordinarily we do not refer to the political lawmaking branches of government as exploitations of special case emperics.  The term emperics and empire could be distant cousins in the literal connotation referred to as the literal generalization but only at a most superficial glance and if so it relates to a large commercial organization under the control of one person or group whose influence with respect to communication systems can control what it permits or as disinformation provides for observation technically supplanting the theoretical and the logical with whatever suffices to fulfill its politically motivating objectives.  There is a profound significance between literal generalization and mathematical generalization.  We know, though, that special case is always physical, not metaphysical as is the syntropic content of information that induces metaphysical generalized conceptioning.
