The Reports include 3 categories: Culture, Prevention and Response. Culture – inadequate leadership, insufficient priority, a failure to identify workplace bullying as an appropriate hazard. Prevention – policies and procedures and training. Response – ineffective early prevention as an issue, along with inadequate mechanisms for responding to complaints of workplace bullying.
