On paper, Section 31 is an essential Star Trek idea, full of dramatic potential that could ignite a television series or film trilogy like no other. However, all of that promise is squandered here in the form of obnoxious characters, an uninteresting plotline, and flavorless drama, which is particularly offensive given the wealth of storytelling potential that both Section 31 and Georgiou's notions offer. It's undoubtedly the most disorganized and dilapidated movie the franchise has ever made, a creative failure and perhaps the biggest missed chance in decades.
