On March 22nd 1999, Cynthia Vigil was found running down a road naked, all for except a padlocked collar around her neck with a chain hanging from it, in Elephant Butte State Park New Mexico.
Later discovered, was David Parker ray and accomplice Cindy Hendy. One of the most horrifying discoveries that would soon give David the nickname - The Toy Box Killer.
