Three hours before Mannina’s shift ends, she hears a 10-96 on the scanner and quickly heads to the scene to find a male in his mid 20’s on the sidewalk of an apartment complex. Residents out trick-or- treating have retreated indoors after they say they heard almost two dozen shots fired. Mannina begins to canvass the area but the search for witnesses or potential suspects takes her down quiet roads.
