Chet Higa was a friend of the late Charlie Everett, a co-founder of Camp Constitution.  Chet and Charlie served in the U.S. Navy.  Chet was motivated to write this song after learning about Camp Constitution.  He wasn't award of Ruth Harper who was one of the co-founders when he wrote this song.
