Fluke Skywalker lives in Cincinnati, OH and, it is just a "fluke" that he looks identical to Mark Hamill in his Star Wars Sequel Trilogy appearance. He uses this only for good. He makes appearances as Fluke Skywalker and donates all the proceeds to charity.
