In 1995 fear gripped the state of Arkansas. A man driving a white car and utilizing a blue light to impersonate a police officer began pulling over women in remote areas, taking them hostage, and then raping them. A massive task force was assembled to bring the man known as the Blue Light Rapist to justice.
