On February 26, 1983, a young man by the name of Donnie Decker would be granted furlough from a prison sentence to attend his grandfather's funeral. During his time out, he would become the focus of one of the most bizarre incidents to ever be reported. It seems Donnie had developed the ability to make it rain. From the ceiling, the walls and even the floors, he willed the water into existence.
