The final beast of Daniel 7 is described as being dreadful, terrifying, and extremely powerful, with large iron teeth that crush and devour its victims and ten horns on its head. This beast is different from all the others and represents an empire that is more powerful and oppressive. The ten horns symbolize ten kingdoms that arise from this empire. A little horn that uproots three of the ten horns emerges, signifying a new power that will speak against the Most High and oppress His people.
