Between 1989 and 1993, oddball loner Joel Rifkin murdered 17 prostitutes by strangulation, a few victims were dismembered whilst other were thrown into rivers around New York. The insanely high numbers of homicide taking place in New York at the time help to conceal his crimes until a traffic stop over a missing number plate ended his rampage.
