An estimate is just that, an educated guess at what the price of a project may cost.

However unforeseen conditions and items may pop up that will have to charged accordingly.

Of course you would want these in writing, mutually discussed and make sure it was not included in the scope of the work.

But this is not at the cost of the contractor, there are many different reason and types of work that may incur an increase in price
