To begin, let’s hear from Dr. Edgar Mitchell, as he discusses consciousness. I worked as Dr. Mitchell’s Washington, DC representative, collaborating with his international science team.

Tell Me A Story: Edgar Mitchell "What is Consciousness? Kennedy Space Center Visitor Complex is a brief discussion of the state of consciousness science.

In the video, Dr. Mitchell refers to quantum science and the principle of non-locality to describe consciousness's intuitive properties.

We call our intuition our sixth sense, and it really should be called our first sense because it’s more fundamental. It’s been around forever, and it's part of nature's fundamental properties…

For 40 years, I’ve been studying the properties of consciousness, and it runs through all of Nature and matter, beginning with a quantum property: when particles are in a process together and then go apart, they maintain their correlation regardless of where they go…

That has also spawned nonlocality, meaning this happens faster than the speed of light, so the speed of light isn't fundamental to consciousness or its propagation.

So here we are in the 21st century, 500 years after Descartes, 400 years after Newton and Kepler, and we now realize that we should be describing our universe instead of just matter and energy, which comes out of Newtonian physics, but we must describe our universe as matter, energy, and awareness, which is the bottom of consciousness.

Plasma, Quantum and Consciousness Science: Emerging Trinity

After returning from space, Dr. Mitchell popularized the Overview Effect. He had a profound experience of unity: the sense that he, his crewmates, the Earth, and the stars were part of one interconnected whole.

Following his Apollo mission, he spent 40 years studying consciousness. In the Kennedy Space Center video, he emphasized quantum science non-locality, the connection of particles beyond space and time, and intuition as the human capacity to perceive that connection.

Exoconsciousness research into Plasma science adds the next layer. Plasma is the electrified, light-producing state of matter that makes up over 99% of the visible universe. Quantum science, plasma science, and consciousness join in three ways.

1. Light: matter carries information

To understand Plasma, you need to focus on electrons. Plasma forms when atoms gain enough energy to release electrons. Each time an electron shifts energy levels, it emits light of an exact color. Think of seeing an orb change colors—red, blue, green. Colors that feel alive and intelligent to our consciousness. Plasma makes the aurora, ball lightning, and the Sun visible.

Consciousness Connection to Exoconsciousness: In his science papers, Mitchell proposed that all matter emits quantum information, which he called the quantum hologram. He states that consciousness can perceive this quantum information non-locally through intuition. Furthermore, our human body emits a faint light. Our living cells produce biophotons, ultraweak light emissions that laboratories have measured for decades. In this view, light is the common language of stars, plasma, consciousness, and human beings. As humans claim their rights as multidimensional, interstellar—exoconscious—quantum and plasma science provides the scientific framework and language.

2. Self-Organizing Collective Behavior: matter acts as onePlasma behaves collectively. In our Plasma Science Study Group, we explore massive structures like the Kordylewski dust clouds, which are sparse, dim accumulations of cosmic dust that orbit Earth near the Moon. These dust clouds are massive—three times the diameter of Earth.

In dusty plasma, billions of electrified particles move together like a single organism, forming filaments, spheres, and self-organizing structures. In the early 1950s, physicists David Bohm and David Pines described these collective waves and named their quantum unit the plasmon.

Consciousness Connection to Exoconsciousness: Physicist David Bohm claimed that plasma electrons were self -organizing and behaved as if they were alive. Bohm saw mind and matter as two aspects of one underlying wholeness, not separate substances. This is the same unity that Mitchell experienced in space. While Exoconsciousness emphasizes individual moral sovereignty, we also recognize our connection to Oneness as we reach higher states of knowing, recognized by world religions and spiritual practitioners.

3. Life: where quantum effects reach the bodyPreviously, scientists assumed that quantum effects could not survive in warm, wet, living systems. The emerging field of quantum biology is challenging that. Quantum effects appear to play a role in plant photosynthesis and in how migrating birds sense Earth’s magnetic field. Our bodies run on electricity: ion currents, nerve signals, the heart’s electromagnetic field, and the brain’s electrical rhythms.

Consciousness Connection to Exoconsciousness: Writers such as Robert Temple describe humans as electromagnetic beings embedded in a plasma universe. If living systems use quantum effects, and our bodies are bioelectric and light-emitting, then our human body may be an interface where quantum information, electromagnetic fields, plasma, and consciousness meet. Exoconscious Humans acknowledge that biophoton exchanges link humans to nature, animals, plants, and minerals.

Scientific Emergence of Exoconsciousness

Mainstream science has established the quantum basis of plasma light, plasma's self-organizing collective behavior, and quantum effects in living systems. It has not yet shown that plasma is conscious, that non-local entanglement operates across large, hot plasmas, or that the body functions as a true plasma. But this is an open frontier for exploration.

The Exoconscious Question:

If quantum science reveals a non-local connection, plasma is the cosmos's collective, light-producing matter, and our bodies are bioelectric light emitters—is consciousness the thread that links them? Could this be how contact, with plasma forms, with non-human intelligence, and with one another, actually occurs?

Two paths are opening:

* The scientific integration of quantum and plasma with consciousness opens creative possibilities for how we define multidimensional life, the cosmos, and the importance of natural human intelligence and intuition.

* The default (decline) of natural human consciousness into artificial, chatbot-sourced knowledge limited by national security and technological limits.

UAP Science Advisory Council: Is UAP a Collection of Data?

Harvard astrophysicist Avi Loeb has been appointed head of a new White House group to study unidentified anomalous phenomena, or UAP.

The UAP Science Advisory Council, Loeb explains, was established by the White House, the Pentagon's All-Domain Anomaly Resolution Office (AARO), the Office of the Director of National Intelligence (ODNI), the Federal Bureau of Investigation, and other members of the Intelligence Community.

The UAP Science Advisory Council comprises about 18 individuals. Of the 18 people, 12 have ties to Harvard. Five are Harvard faculty or staff, three are postdocs there, and four are research affiliates of Loeb’s Harvard Galileo Project.

The Galileo Project searches for extraterrestrial technological signatures. According to the Cambridge Dictionary, technosignatures are something that shows the use of technology in a place, which is a sign of the past or present existence of intelligent living things there: Most searches for technosignatures have focused on radio signals.

In other words, the presence of technology indicates intelligent life.

These technosignatures are compiled and analyzed using AI data-collection methods.

UAP Science Advisory Council team members who specialize in data analytics include:

* Matthew Szydagis: associate professor of physics, University at Albany. Council focus: instrumentation and data collection.

* Devesh Nandal: postdoctoral fellow at the Swiss National Science Foundation and the Harvard-Smithsonian Center for Astrophysics. Council focus: numerical analysis and astrophysics. His main research is the life and death of massive and supermassive stars.

* Richard Cloete: Harvard computer scientist and member of the Galileo Project. Council focus: data analysis and AI tools.

* Liberty Capito (also reported as Liberty Vittert): professor of practice in data science at Washington University in St. Louis’s Olin Business School. The Harvard Crimson identifies her as an editor of the Harvard Data Science Review who joined late after emailing Loeb.

* Robin Hanson: associate professor of economics at George Mason University.

* Jennice Vilhauer: clinical psychologist whose expertise covers quantitative psychology and the psychological side of potential disclosure.

* Omer Eldadi: psychology department, Reichman University, Israel. Council focus: data management, AI, and human psychology.

UAP Science Advisory Council: Void of Plasma and Consciousness

Plasma: The UAP Science Advisory Council has no plasma physicists besides Avi Loeb. To date, Loeb has been silent about his plasma science background. I researched this in these two Substack posts:

Consciousness Connection to Exoconsciousness: Despite being tasked with collecting UAP technosignatures, the UAP Science Advisory Council has no consciousness researchers. Therefore, it may be safe to assume they separate technology from consciousness.

Their psychology positions focus on quantitative and clinical psychology, not consciousness studies or experiencer research.

They claim to gather UAP technosignatures from space via radar and telescopes, yet they have made no public statements about Plasma or Quantum science.

Ufology Dominated by Data Collection Organizations

In the past, independent researchers tracked craft sightings, and experiencer groups discussed their contact.

In late 2022, conversational general intelligence chatbots entered mainstream use.

Ufology followed, with organizations focused on data gathering and physical evidence, such as the UAP Science Advisory Council. Additional data-gathering organizations include the Galileo Project, UAPx, Enigma Labs, the Scientific Coalition for UAP Studies, MUFON, and the Sol Foundation.

Who is the Arbiter of UAP Exoconscious Knowledge?

What happens to the Data?

The unasked question of all data-collection UAP organizations, like the UAP Science Advisory Council and those listed above, is: WHAT HAPPENS TO THE DATA?

Here’s a step-by-step process for those thinking beyond data collection:

* Step one is collecting data from official UAP organizations, citizen sightings, CE5s, psychic individuals (games), and experiencers.

* Step two is using AI to identify patterns, create statistical rankings, craft language, and develop algorithms.

* Step three is to train LLMs on the data and algorithms from step two.

* Step four is that the LLMs then power AI chatbots that respond to prompts from citizens like you and me.

Who determines the algorithms? The chatbot response?

We ask Gemini, Grok, Claude, or ChatGPT a question about UAP or Experiencers/Contactees, and the algorithm spits out the homogenized chatbot response.

Indoctrinated or Independent

Data Becomes Official Indoctrination: Soft Mind Control

What began as fun, interesting data collection in step four becomes public knowledge through chatbots. The artificial UAP response—collected, collated, censored, patterned, measured, metered, monitored, and ranked—then becomes the ultimate indoctrination tool.

Suddenly, natural human consciousness, creativity, critical thinking, visions, intuitions, and possibilities in the consciousness field beyond the brain are marginalized and excluded. AI Indoctrination replaces independent thought.

The end result of the “customized” chatbot response to our questions is that we know no more than we are allowed to know. We receive packaged, predetermined data, and AI becomes the ultimate UAP cover story or cover-up.

The UAP research community’s dedication to a national-security-threat narrative strengthens the cover-up and deepens censorship.

AI, with a national security overlay, functions as the primary arbiter of UAP information and Experiencer Exoconsciousness.

AI functions as soft citizen mind control, accepted by those who don’t think through the steps from data collection to AI chatbot. Mass UAP indoctrination is accomplished via AI.

Independent Institute for Exoconsciousness Meets the Data Challenge

Our Institute for Exoconsciousness accepts the challenge of questioning this unregulated AI occupation of independent UAP and Experiencer knowledge. We continue to insist on safeguards for natural human consciousness in an increasingly artificial world determined by unknown people in power.

Exoconsciousness is an innate human ability. It lives through each independent contactee, experiencer, and Exoconscious Human. We have the sovereign right to human knowledge, unmediated by artificial tools and language.

Planetary Constitution Marks Second Anniversary as Humanity Enters New Lunar Era

September 29, 2026Phoenix, AZ — The Institute for Exoconsciousness (IEXO) marks the second anniversary of the Planetary Constitution as humanity enters a new era of permanent lunar infrastructure, expanding international commercial activity around the Moon, publicly acknowledged orbital weapons, and increasing government attention to unidentified anomalous phenomena (UAP).

Signed on September 20, 2024, the Planetary Constitution recognizes humanity’s fundamental right to advance an evolving interstellar identity and establish principles for peaceful, cooperative, and conscious relations between humans and non-human intelligences.

The anniversary comes as the Moon and cislunar space become increasingly important to national security, commercial development, scientific exploration, and international competition. NASA’s Artemis program envisions sustained human activity around the Moon, while China, Russia, India, and Japan maintain or develop lunar programs.

At the same time, U.S. military officials have publicly discussed orbital space-control capabilities and preparations for potential conflict extending into cislunar space. On September 16, 2026, Joint Chiefs Chairman General Dan Caine stated that the Joint Force must be prepared to operate and fight in contested environments extending “from the seabed to cislunar space.”

“Humanity is entering a fundamentally different relationship with the Moon and with space,” said Dr. Rebecca Hardcastle Wright, Founder of the Institute for Exoconsciousness and originator of Exoconsciousness. “As we establish permanent infrastructure and expand military, commercial, and scientific activity, we need a corresponding framework for human rights, consciousness, sovereignty, ethical conduct, and peaceful interspecies relations.”

The Planetary Constitution provides such a framework by asserting that natural human consciousness is a fundamental human right and that human exploration of space must account for interactions with unknown forms of off-planet intelligence.

It specifically calls for the inclusion of Contactees and Experiencers, people who report direct communication or interaction with non-human entities, in governmental discussions involving non-human intelligence.

According to the Constitution:

“Contactees and Experiencers must be included in Human interactions with Non-Human entities on behalf of the Governments of Planet Earth.”

The Constitution further states that people with direct contact experiences may contribute information concerning non-human intentions, capabilities, and plans, and that their inclusion could support communication, peaceful cooperation, and interspecies respect.

IEXO also highlights the importance of natural human intelligence as humanity increasingly relies on artificial intelligence, robotics, automated systems, and advanced space technologies.

“The future of space cannot be defined solely by computation, weapons, robotics, or technological augmentation,” Hardcastle Wright said. “Human creativity, moral agency, consciousness, judgment, and our capacity for communication remain essential dimensions of exploration.”

Through its Plasma Science Study Group, the Institute is also examining the relationship between plasma science, consciousness, UAP, and emerging space technologies. Plasma, as the dominant form of matter in the universe, is increasingly relevant to discussions of space environments, energy, propulsion systems, and anomalous phenomena.

As lunar infrastructure develops and nations and commercial entities establish increasingly permanent operations in cislunar space, IEXO calls for the Planetary Constitution to be considered as a framework for peaceful human participation in the next era of space exploration.

In August, I published the Substack, Plasma Propulsion Technology is NASA’s Future: A Launch beyond Chemical Rockets

On LinkedIn, Dr. Andrew Morgan, Founder, NRGscapes Lab, responded:

Once people realize plasma is not the propellant, but the boundary modulator, how to translate between relative positions in space will become more obvious.

Thanks to Andrew, I began researching NASA systems in which plasma itself becomes an extended spacecraft interaction surface.

NASA Magnetoshell Plasma Boundary

NASA-funded magnetoshell research, led by David Kirtley, indicates the magnetic field can create an interaction region that extends beyond the spacecraft. Plasma within that region can interact with the surrounding atmosphere or plasma environment. NASA describes the effective interaction area as determined by the magnetic field, not the craft's physical structure.

Andrew led me in the right direction. NASA’s magnetoshell concept is not simply “a plasma engine.” NASA describes it as a magnetic field fixed to the spacecraft containing a magnetized plasma.

Magnetoshell Demonstrated

Furthermore, NASA TechPort reports that a stationary 2-meter argon magnetoshell was fully demonstrated. NASA reports that a subscale argon magnetoshell was experimentally demonstrated, with drag in the reported experimental configuration.

The key idea is that the spacecraft does not necessarily have to interact with its environment solely through its physical surface. A magnetic/plasma structure can become the effective interaction boundary.

Why Drag? Plasma to Slow Down, not Speed Up

To be clear, the magnetoshell demonstration was a lab test in a vacuum chamber, not a flight test. NASA built and tested a small magnetoshell in the MSNW 2-meter vacuum chamber, using a thruster to imitate atmospheric flow.

An important detail is understanding that NASA’s magnetoshell demonstration was not meant to make a spacecraft move faster. It aimed to investigate a new way to slow the spacecraft down.

When a spacecraft arrives at a planet such as Mars, it must lose enormous amounts of energy before it can enter the planet’s orbit. One approach is aerocapture: the spacecraft passes through the planet’s upper atmosphere and uses aerodynamic drag to slow down.

Conventional spacecraft need a large physical aeroshell to generate enough drag. But that means descending deeper into the atmosphere, where heating and structural stresses can become severe.

NASA’s magnetoshell takes a different approach. The plasma magnetic field creates a plasma field around the craft that can extend beyond the physical spacecraft, effectively giving the vehicle a much larger “surface” to interact with the atmosphere. So the plasma field increases, instead of the physical craft needing to enlarge.

Enlarged Spacecraft Plasma Boundary

NASA explicitly says the magnetoshell can have an effective interaction area larger than a mechanically deployed decelerator, with the magnetic field strength defining the interaction region.

While researching NASA’s magnetoshell, I saw a video of a UAP over Tehran, which let me compare the sighting to the plasma boundary.

Tale of Two Tehran Sightings

What I discovered about NASA's magnetoshell and the plasma boundary changed how I viewed UAP research.

Tehran UAP Sighting: September 20, 2026

Iran: Unidentified Object Hovers Over Tehran Night Sky

Various reports indicated that at 7:30 p.m. local time on September 20, a video was recorded near Tehran's Azadegan Expressway showing a curved/string-like object or cluster of lights, apparently near the clouds; the location has not been confirmed. The lights shifted among blue, white, purple, green, and red. Some witnesses described it as silent and apparently hovering.

Speculation among viewers varied from distant airplanes and LED-lit kites to single drones or drone swarms. Currently, no radar data, independent geolocation, or technical analysis from a recognized authority has been presented.

Did the September 2026 Tehran sighting represent an extended electromagnetic or plasma boundary? A magnetoshell?

Were witnesses seeing an aerial phenomenon involving an extended electromagnetic or plasma boundary rather than a conventional visible vehicle surface?

Unfortunately, we have scant evidence so far. The available evidence is civilian video and witness testimony. Direct evidence has not established the object’s distance, altitude, size, or physical nature.

Tehran UAP Sighting: September 19, 1976: 50 Years Prior

Interestingly, the September 19, 1976 Tehran incident from 50 years ago has substantially better military documentation.

The declassified U.S. government report says Iranian civilians reported a bright object. An F-4 was scrambled. As it approached at approximately 25 nautical miles, the aircraft reportedly lost instrumentation and UHF/intercom communications. When the pilot turned away, those systems returned. A second F-4 then acquired the object on radar at approximately 27 nautical miles. The report describes the object as intensely brilliant, with rapidly alternating blue, green, red, and orange lights.

The declassified 1976 report included military eyewitnesses, radar evidence, and electronic interaction with aircraft. This is substantially more evidence than the recent 2026 Tehran sighting.

One of the F-4 aircraft also reported a temporary weapons systems failure while the crew was preparing to open fire. An aircraft also reported radio failure. That strengthens the possibility of a plasma electromagnetic effect from the craft.

What physical mechanism could simultaneously produce a luminous visual signature, a radar signature, and localized electromagnetic/electronic effects that required two F-4s’ surveillance?

Furthermore, how does the 1976 evidence compare to the NASA Magnetoshell demonstration?

The NASA Magnetoshell Plasma

Were either of the Tehran 2026 or 1976 sightings plasma? If so, how do they compare with the NASA Magnetoshell that was tested and documented?

The NASA demonstration had no documented evidence of a luminous or multicolored appearance or plasma glows, but it did not focus on light emission. NASA's magnetoshell experiment demonstrated plasma generation, magnetic confinement/expansion, charge exchange/entrainment, and greatly increased drag. NASA did not specifically describe the experiment as demonstrating radio/aircraft-communication interference or a UAP-like electromagnetic effect.

The similarity is based on the 1976 Tehran reported electromagnetic/electronic effects and the NASA magnetoshell, which involved engineered magnetized plasma and increased aerodynamic interaction.

How NASA Could Change UAP Craft Investigations

NASA's magnetoshell research raises an important question for UAP investigation: what if a vehicle's effective boundary is not its visible physical surface, but an electromagnetic or plasma environment surrounding it?

Plasma magnetoshell technology expands the historical framework and questions of UAP research.

Traditionally, craft research centered on the craft's shape: triangles, spheres, discs, cylinders, and cigar shapes.

Plasma physics asks us to examine another aspect: the state of the environment surrounding the object and how that environment interacts with air, electromagnetic fields, radar, and other systems.

If a foreign craft entering Earth's atmosphere used a plasma boundary to slow down, as the magnetoshell is designed to, might those plasma effects be what witnesses see with a possible UAP entering from outer space?

Fifteen years as a Wright State University chaplain next door to WPAFB base opened a path of Exoconscious possibilities. How I moved from Wright State and Wright-Patterson to consciousness, ethics and planetary governance

On September 21, Ohio officials and congressional leaders gathered at Wright State University to advance Ohio's proposal to host the proposed U.S. Space Academy at Wright-Patterson Air Force Base.

Trump’s Executive Order of August 28 asked NASA Administrator Jared Isaacman to chair a commission to work out the details of a NASA-led, civilian government academic institution to “develop a professional corps of civically grounded leaders prepared to advance American interests within the space domain.”

In response, Ohio’s political leadership filled the Wright State University (WSU) Student Union to announce a proposal for a new U.S. Space Academy. Senator Bernie Moreno told a standing-room-only crowd that, “We have all the stars aligned.” Congressman Mike Turner cautioned that much work remains. Governor DeWine announced a steering committee to answer the federal request for information.

I know that building. For fifteen years I walked those halls as an interfaith chaplain at Wright State University, next door to Wright-Patterson Air Force Base (WPAFB).

When I read that the proposed US Space Academy plan would build a road connecting the campus to the base’s Area B, I felt a pathway unfolding. A connector that already exists. It always existed, in the lives of the students, faculty, engineers, physicians, and employees who moved between the university and the base.

People carrying questions about space, technology, their innate human interstellar abilities, and their sovereignty as humans moving beyond Earth's bounds. Questions about how to travel uncharted paths with integrity, discernment, ethics, and governance for well-being in space and on Earth,

This post is about the WPAFB and WSU interplanetary human path that reaches into space, integrating an interstellar identity and knowledge with a US Space Academy Exoconscious curriculum.

A Space Academy should educate not only technically capable space operators, but students capable of making ethical decisions when technology, human consciousness, autonomous systems, anomalous information, international governance and unprecedented environments intersect.

Fifteen Years Beside the Base

During my 15 years as an interfaith chaplain at Wright State, I represented nine Protestant denominations and worked closely with my Roman Catholic colleagues.

WSU was planted in the fertile engineering energy of Dayton. Post-WWII, WPAFB initially hosted 86 top German aeronautical engineers through Project Paperclip, and the number grew to over 200.

The Dayton Engineers Club was the vortex of the energy, the premier social, academic, and research gathering place. WPAFB military provided framework, programs, and funds. So, of course, portions of the Manhattan Project were born in Dayton.

Dayton's energy and innovation seeded Silicon Valley. In 1939, inventors Joseph R. Desch and Robert Mumma developed the NCR 3566, recognized as one of the world’s first digital electronic counting and calculating devices.

Living in Dayton, I knew inventors, risk-takers, and garage geniuses who gave one another the grace to fail and succeed. Inventors formed a bailout network. If your invention failed, someone showed up at your door with a bag of groceries to feed your family while you got back to work. Bankruptcy was a setback, not a stop.

Living in Dayton, I also knew about WPAFB's role in Project Blue Book, which systematically evaluated 12,618 UFO reports from March 1952 until its termination on December 17, 1969.

Amidst this UAP, aviation, invention energy, many of the people I connected with in Dayton and at WSU were related to WPAFB, corporations, defense contractors, or research programs. Some classified, some not. As a chaplain, what they could share was its weight: the ethical questions that surface when your inspirations and skills build technologies, yet you know you'll eventually lose control.

The Human Dilemma of High Technology

In the spring of 1984, Orwell’s year, I launched a campus-wide seminar called The Human Dilemma of High Technology, with a keynote by a nationally recognized ethicist. Personal computers were on the verge of becoming ordinary household objects. The seminar's premise was simple and, at the time, unusual: technological capability and moral capacity must grow together, or the first will outrun the second. Today, many are reading the footprints of the WSU seminar as high-level discussions of AI regulation unfold.

The Human. The Transhuman. The Questions.

Campus ministry at a university like Wright State was not quiet, contemplative work. In many respects, it was revolutionary. Wright State was built to be handicap accessible from the ground up, and it became home to students who might never have lived on a university campus. Many students attended class and our programs in wheelchairs. One attended in a motorized bed.

Wright State classrooms became a lab.

Integrating technology and physical challenges in his lab, biomedical engineer Dr. Jerrold Petrofsky was using computer-controlled electrical stimulation to move paralyzed muscles. Paralyzed students swam laps in the university pool, exercised in computerized harnesses, and walked down the aisle at their wedding. In 1983, Nanette Davis walked across the graduation stage to receive her diploma. Time, Newsweek and 60 Minutes covered it, and a television film, First Steps, followed. For many students, Petrosky represented their future.

Then the other side of the story emerged. Rumors circulated that Davis had been physically supported on stage because the device malfunctioned. The science journalist John Horgan examined the claims and found some questionable. Some two dozen researchers signed a statement correcting what they called misimpressions about the technology. By 1987, Petrosky had left Wright State for Loma Linda University.

I have carried that story for years. The students’ hope was real. The science was real too, but the publicity had hit a wall. The faculty was another wall. The technology was not to be introduced…yet. The paralyzed had to wait.

Who slowed the project, and why, remained an unanswered question. Was the technology flawed? Or was its introduction delayed until other accompanying tech was introduced?

Were Petrosky’s early engineering advancements integrated into a larger Transhuman project that includes Elon Musk’s Neuralink brain-to-computer interface and DARPA’s Neural Engineering System Design (NESD)?

Wright State taught me to follow the evidence. I learned that in the “real world,” technology and innovations may slow down, get moved into larger classified projects, or be literally stolen from their designers. It taught me discernment: separating what a technology can do from the larger, more powerful forces around it.

I wrote about those years in my book Exoconscious Humans: Will Free Will Survive in an Increasingly Non Human World? and they shaped everything that followed, from my work in Washington with Apollo 14 astronaut Dr. Edgar Mitchell’s Quantrek organization to the founding of the Institute for Exoconsciousness.

The Consciousness Ground Beneath the Academy—An Invitation

Dayton’s Miami Valley gave rise to engineering, energy-producing hardware, software, and unanswered questions. Dayton is where the Wright brothers built bicycles and taught humanity about flight. It is where the Air Force housed Project Sign, Project Grudge, and Project Blue Book, its official inquiries into unidentified aerial phenomena (UFOs). It is home to the Air Force Research Laboratory and the 711th Human Performance Wing, whose centrifuge trained American and European astronauts as recently as 2025.

The US Space proposal places the NASA-Civilian academy on Area B, near those two missions. The 711th studies the human being as a system operating at the edge of physical limits in advanced aircraft and space.

Will the US Space Academy also study the human being at the edge of consciousness limits too?

The Institute for Exoconsciousness invites the developers of the US Space Academy to acknowledge humanity’s fundamental right to consciousness, advances in our evolving interstellar identity, and development of a curriculum inclusive of our innate ability for cosmic contact, communication, and co-creation.

Our species’ expansion into space mandates that human sovereignty, psychic abilities, agency, creativity, and morality are held as primary alongside advanced communication, propulsion, energy systems, weaponry, craft, cybersecurity systems, AI computation, and robotics. Space is more than a collection of satellites in a computer-driven, digital war zone, inhabited by a hybridized transhuman species.

Space is a human domain that is expressed, explored, and established through an innate cosmic consciousness connection.

What the Academy Plans Include. What They Could Include.

The Ohio proposal is ambitious. It describes a $300 million “multiplanetary hall” roughly the size of four football fields for academics and research, a road lined with statues of Ohio’s astronauts and aviators, a golf course designed by Jack Nicklaus, and a grand entrance called the Plus Ultra Gate. It would begin with perhaps 200 cadets and grow to about 5,000, trained as officers in the nation’s newest NASA-led institution.

Plus Ultra means “further beyond.” It was the motto of explorers who sailed past what the ancient world considered the edge of the map. Our ancestors ruled the globe from the seas; today, our plans may be to rule the globe from space.

Plus Ultra is the right motto. But further beyond what? A US Space Academy will teach orbital mechanics, propulsion, satellite operations, and space domain awareness. The officers it produces will also be the first generation to confront, in their professional lives, questions and environments that no previous generation has faced so directly.

They will confront advanced non-human intelligence, anomalous phenomena reported by their own pilots, radar, and sensors, and AI systems integrated into command decisions. They will enter a space domain that international law already describes as the province of all humankind.

Those are engineering questions and subjects.

They are also Exoconscious questions and subjects concerning consciousness, physics we do not fully understand, and space governance. I’d like to propose three curriculum paths that address them.

Path One: Consciousness and the Human Operator

The Institute for Exoconsciousness’ mission is to study humanity’s innate capacity to connect, communicate, and co-create with extraterrestrial, multidimensional, and spiritual intelligence. That sounds far afield from a military, NASA, or civilian classroom until you factor in how much of the modern UAP record comes from trained military observers, radar installations, and pilots. The civilian witness record increases. The satellite information is yet forthcoming.

A consciousness curriculum would give cadets a rigorous framework for anomalous experience: training in discernment, critical thinking, and historical records. Skills applied to distinguishing perception from projection and genuine signal from manipulation. An exoconscious experiencer: data sovereignty, a curriculum highlighting both the objective and subjective evidence.

Path Two: Plasma, The Fourth State

Most of the visible universe is not solid, liquid, or gas. It is plasma, the fourth state of matter. Space is a plasma environment. Space weather is plasma behavior. Every Space Force officer and cadet will work in and with plasma.

Defense settings and a few select universities often teach and experiment with plasma primarily as a tool: directed energy, propulsion, fusion. Through I-EXO’s Plasma Science study group and our publication The Fourth State, we have been examining plasma more broadly, including the serious scientific literature on self-organizing plasma structures, from Anthony Peratt’s work at Los Alamos to Robert Temple’s synthesis in A New Science of Heaven.

We discuss the fascinating questions researchers now raise about plasma phenomena and the human body, as well as an explanation for UAPs. A US Space Academy requires a curriculum that teaches plasma as a space environment, frontier science, potential weaponry, an energy system, biology, and an intelligent, self-assembling state. Sending cadets “further beyond” requires opening science to Exoconsciousness and plasma.

Path Three: The Planetary Constitution and Space Ethics

On September 20, 2024, the Institute for Exoconsciousness signed the Planetary Constitution, a governance framework grounded in human sovereignty, the protection of consciousness, humanity’s evolving interstellar identity, and responsibility as one species, one intelligence, among possibly many.

The Constitution’s second anniversary fell the day before Ohio’s US Space Academy proposal announcement. The timing is meaningful.

The 1967 Outer Space Treaty framed space as the shared heritage of humankind. Every Space Force officer will operate inside that tension: defending their nation in a domain that belongs to everyone.

A space ethics path would take the need for defense and cooperative agreements seriously.

An Exoconscious curriculum would cover debates on non-weaponization, protocols for contact with non-human intelligence, the ethics of AI in autonomous systems, and who speaks for Earth. The Planetary Constitution offers one working model; cadets should study it alongside others and debate with all of them.

Why Exoconsciousness Belongs in a Military/Civilian Academy

I am proposing a multidimensional curriculum. Military/Civilian space education across all branches practices it. The U.S. Air Force Academy has long had a philosophy department. Every service academy has chaplains, an honor code, and courses in ethics and leadership.

My path, from an MDiv in philosophical theology, to ordained ministry, to a PhD in parapsychic science, and working in Washington, DC, for Dr. Edgar Mitchell, taught me to respect that the military prioritized the character of the officer as much as the capability of the weapon and the terrain of the battlefield.

What I learned at Wright State, sitting with people who built things they could not talk about, ideas that could not be shared, is that the hardest questions of high technology and innovative engineering often arrive quietly and alone.

A well-designed US Space Academy, including an Exoconscious curriculum, can make sure these ideas don’t arrive in seclusion, but in a bailout network of human and non-human support. The field of consciousness is teeming with ideas and creative applications that simply require an educated, open, continually curious mind.

To Governor DeWine’s steering committee, to Wright State University, to Wright-Patterson Air Force Base, and to Ohio’s congressional delegation: as you answer the federal request for information, I ask you to include the inner exoconscious frontier alongside the outer space science one. The Institute for Exoconsciousness would welcome the chance to contribute to that conversation.

According to Ohio Senator Bernie Moreno, the stars may be aligned. According to the Institute for Exoconsciousness, the timing of the US Space Academy announcement aligned with the Planetary Constitution. Our proposal addresses whether the cadets and officers we send to interplanetary space will be Exoconscious. Who will speak for humans in space, a populated, intelligent “further beyond?”

US Permanent Lunar Infrastructure in a Crowded International Landscape

On Sunday, September 6, 2026, President Trump posted the “THE MOON IS OURS” image announcement on Truth Social.

Six years earlier, in September 2020, NASA formally announced its plan for Artemis Base Camp near the Moon’s south pole. The base camp concept calls for a surface habitat that can host up to four astronauts, an unpressurized and a pressurized rover, plus infrastructure for power, communications, and living accommodations. Since then, NASA selected the Shackleton–de Gerlache Ridge, whose rim stays sunlit more than 90% of the year and is located near ice craters.

Crowded Lunar South Pole

Trump’s abrupt social post reverberated through an already crowded international social and political landscape. China, Russia, India, and Japan have lunar south pole projects and long histories of lunar exploration.

United StatesApollo legacy; Artemis program underway; multiple commercial lunar landings achieved; actively developing sustained lunar infrastructure.

ChinaChang’e lunar program ongoing; successful far-side sample return already achieved; developing future crewed lunar capability.

RussiaSoviet-era lunar heritage; the Luna program continues; the Luna-25 attempt failed in 2023.

NASA described the Moon Base development involving multiple commercial companies that deliver science, technology, and infrastructure. According to NASA Administrator Jim Bridenstine:

After 20 years of continuously living in low-Earth orbit, we're now ready for the next great challenge of space exploration — the development of a sustained presence on and around the Moon…For years to come, Artemis will serve as our North Star as we continue to work toward even greater exploration of the Moon, where we will demonstrate key elements needed for the first human mission to Mars.

Planetary Constitution:

3. Non-Human entities, both Natural and Artificial, have historically and currently interacted with governments and individuals of the human race on Planet Earth;

4. Humans have the Ability and Intention to explore Outer Space, including other planets, moons, dimensions, and celestial bodies;

5. Space Exploration increases the likelihood of increased interactions with unknown types and species of Non-Human entities;

Exoconscious Humans: Beneficial Lunar Opportunity

As international commercial opportunities expand to build Moon bases, our International Space Coalition will advance the need to include Exoconscious Humans with psychic intelligence and interspecies communication abilities in space exploration and base establishment.

Alongside countries with established space programs, inclusion can also extend to underrepresented space countries in Africa and the Caribbean. Dr. Claire Nelson is a Jamaican-American futurist, engineer, and founding convenor of the Space Futures Forum. She also founded the Open Afrika Space Exploration Analog Simulation and co-founded the Caribbean Space Society.

Acknowledged Orbital Weapons, Moon Battles, and Exoconscious Interspecies Cooperation

The September 2026 Air, Space and Cyber Conference presentations cited global news of US orbital weapons—the first public acknowledgment of weapons in space. The news may have signaled the US abandonment of the Outer Space Treaty of 1967, which the U.S. signed, that outlaws certain military behaviors on the Moon and states that it shall be used “exclusively for peaceful purposes.” The UN Office of Outer Space Affairs will examine the legalities.

September 14, 2026: The US has on-orbit space control defense weapons

From Secretary of the Air Force Troy Meink’s keynote address at the 2026 Air, Space and Cyber Conference:

We are increasing readiness against existing threats, and the United States has on-orbit space control weapons capable of defending the Joint Force against hostile adversary action. Sec AF discloses U.S. has on-orbit space-control weapons

In his address, Meink further addressed space control and weaponry

Shifting from long-standing secrecy, the Space Force began openly discussing orbital warfare in 2025, establishing a framework that defines ‘space control’ as actions to ‘destroy, disrupt or degrade adversary space platforms’ using kinetic or non-kinetic effects.

Why on-orbital and not in-orbital language?

Where is Plasma in the Preposition?

While on-orbital follows the Space Force language of space control, it raises the grammatical question: why use this specific preposition of place? In-orbital indicates a state-of-matter enclosure, and on-orbital indicates resting on a surface in space. So what state of matter does space control refer to? What state of matter is being controlled, and possibly destroyed, disrupted, or degraded in adversary space platforms using kinetic or non-kinetic effects?

Are plasma weapons operating ON a plasma surface of space? Could the language indicate that the defense weapons have a plasma component that moves on plasma space?

Since 99% of the universe is plasma—the fourth state—does the Space Force's defense-weapons language indicate that they interpret their space technology as resting on a plasma surface, rather than moving within a plasma state?

September 16, 2026: Preparation for Moon battles

The Pentagon must prepare for battles around the moon: Joint Chiefs Chair

General Dan Caine’s keynote address as Chair of the Joint Chiefs on Wednesday, September 16, 2026, at the Air & Space Forces Association’s Air, Space & Cyber Conference emphasized that the Pentagon must prepare for battles around the moon.

Our task, my friends, is to adapt right now, so the Joint Force is prepared to fight, endure, and win, in global contested environments, from the seabed to cislunar space,” Joint Chiefs Chairman Gen. Dan Caine told airmen, guardians, and industry figures.

What is General Caine’s Moon battlefield? Moon or Space?

What is Cislunar?

U.S. law is ambiguous, defining cislunar space as “the region of space from the Earth out to and including the region around the surface of the moon.” At least one Harvard Law Journal article interprets the clause as meaning the moon itself, and the White House’s National Cislunar Science and Technology Action Plan explicitly said in late 2024 that it includes the lunar surface. But the Air Force Research Laboratory’s 2021 “Primer on Cislunar Space” appears to treat space and the moon’s surface as two different domains.

Whether on the Moon's surface or in the region of space between Earth and the Moon, the Planetary Constitution is essential as the foundation for peaceful, cooperative, and conscious interspecies relations.

Space, filled with satellites, infrastructure, weapons, geo-engineering, and plasma, as well as the Moon’s surface, is regarded by the Planetary Constitution as an intelligent, cosmic field in which Contactees and Experiencers can interact and co-create. It is not simply a field for battle, eventual occupation, and colonization; it is alive and filled with multitudes of intelligences.

Exoconscious Humans are required for any nation’s venture into space or establishment of a lunar base. As the Planetary Constitution emphasizes, our inclusion elevates interspecies communication and cooperation.

Planetary Constitution:

NOW, THEREFORE, WE DECLARE:

1. Contactees and Experiencers must be included in Human interactions with Non-Human entities on behalf of the Governments of Planet Earth.

2. Contactees and Experiencers can Communicate with and thereby gain a better understanding of Non-Human Intentions, Capabilities, and Plans than traditional Government Space Programs or existing Human Technologies.

3. The inclusion of Contactees and Experiencers in Government discussions and interactions with Non-Human entities will reduce the likelihood of Planetary Conflict, War, and Destruction and increase the likelihood of accurate Communication, Mutually Agreeable Goals, Peaceful Cooperation, and Interspecies Respect.

Official Government Investigation of UAP

July 20, 2026: AARO 2025 Annual Report Release

The Pentagon’s All-domain Anomaly Resolution Office released its consolidated annual report on July, 20, 2026.

AARO's total case holdings reached 1,870 reports as of May 30, 2025, and it announced a new 3-D modeling and simulation capability. As of the annual report, 191 cases remained in AARO's "active archive." This means they are unexplained, not necessarily extraterrestrial.

The report identified 44 events as “space domain”; however, pilots and ground-based sensors reported them, not space sensors.

In the AARO Executive Summary / introductory discussion immediately before Section II, “Scope.” The report states:

“A lack of timely and actionable sensor data continues to constrain AARO’s ability to resolve cases.”

Exoconscious Psychic Intelligence and Cosmic Consciousness:

If the US military is operating across air, sea, orbital, and cislunar domains, how does it address its limited

* Timely and actionable sensor data?

* Artificial computational intelligence and digital scenarios?

* Limited Space platform sensory data?

Exoconscious Humans are part of the solution.

Planetary Constitution:

7. Many Humans, known as “Contactees” and “Experiencers,” are experiencing Direct Contact and Communication with Non-Human entities. The term “Exoconsciousness” has been created to describe this unique form of communication. It includes, but is not limited to, co-creation with Non-Human intelligences, telepathic knowledge, spaceship piloting, predictions of global warfare and environmental issues, medical healing, DNA alterations, and interdimensional and intergalactic exploration;

Exoconscious Human Witness is Essential

Historically, civilian pilots, military personnel, government witnesses, and other civilian observers provided UAP observations. Witness testimony, subjective identification, and validation remain consistent across decades of research.

Furthermore, human consciousness, especially connecting and communicating in lunar, planetary, Earth, and space fields, is valid and essential. As space, Moon, and Mars exploration develops—so does human consciousness. They proceed hand in hand.

Yet, technology hinders human witnessing.

Currently, transhuman-oriented artificial intelligence, promoted by AI corporations, proposes stripping away natural human consciousness and replacing it with technological, engineered extensions and hybridization. Flattening out life. Despite ancient history (pre- and post-deluvian) repeatedly featuring the failures of these non-human programs.

2. Farrell’s Great Pyramid Theory:

Across several heavily referenced previous books, Farrell argues that the Great Pyramid, as it stands today, is a dismantled weapon of mass destruction. In Demon in the Ekur, he adds that Plasma is inorganic intelligent life and that these plasma intelligences or forces may have operated pyramid structures.

One way to see how profoundly the UAP conversation changed from Experiencer meaning and independent research to national security preparation for a UAP threat is to compare two college courses: one taught in 2005 and one offered in Fall 2026.

Twenty-one years ago, Extraterrestrial Reality, a UFOlogy course I taught, asked students to expand on what it means to be human in the 21st century, with a focus on intelligent, responsive life originating beyond Earth. Today, a new UAP course, Homeland Security and UAPs, educates Criminal Justice students in security threat detection, FEMA preparedness protocols, and law enforcement response to UAPs — without a single piece of evidence that ET poses a threat to anyone.

Disclosure replaced Exoconscious cosmic integration with national emergency preparedness, reflecting its emphasis on national security, science, and data collection. Understanding how course content changed is essential to understanding why Exoconscious Humans must speak out now.

These courses represent two different visions of what humanity should be preparing for and how humans integrate contact. They represent two different versions of the role that human consciousness and the experiencer may play in the future of UAP understanding.

Exoconsciousness does not require abandoning UAP science or cautious data collection. It argues that both material investigation and research into human consciousness must be pursued in tandem to fully enable human evolution.

A Tale of Two Ufology Courses: 2026 and 2005

The recent Disclosure pivot to Homeland Security preparedness and why the Exoconscious are speaking up now were covered in a previous Ontological Shock and Awe Substack.

In this Substack, I share a Tale of Two Ufology Courses. The two chart different courses, with radically different intended outcomes, but they're not irreconcilable.

2026: UAPs and Homeland Security Course

In a September 1, 2026, X Post, Avi Loeb, Chair of the UAP Science Advisory Council, applauded Dr. Keith L. Taylor’s course, UAP’s and Homeland Security, offered at Farmingdale State College, New York, in Criminal Justice Studies.

Dr. Taylor has experience with emergency preparedness, including weapons of mass destruction, FEMA, and law enforcement.

From Avi Loeb’s X: The new course, examining UAP through science, public safety, national security, and policy. Serious academic courses and scientific research are essential to reducing stigma and advancing rigorous, evidence-based study of UAP.

From Farmingdale Announcement:

This course is intended to address matters of airspace safety and domestic security threats—regardless of what the sources of UAPs are (e.g., human or non-human, where examples of the former include the 2023 “Chinese balloon incident” or the recent drone attacks across the globe), law enforcement agencies and first responders should be prepared to safely engage with such objects should they pose a threat to US airspace. The course will address policies, protocols, planning strategies and proposed legislation to address the detection and investigation of UAPs. The course will be taught by an expert with experience in law enforcement and emergency preparedness (Dr. Keith Taylor) and will feature case studies and guest speakers that are experts in UAP detection and investigation.

I wish Keith Taylor all the Best. Leading figures such as Avi Loeb and Jordan Flowers of the Disclosure Foundation lauded his course.

However, Taylor’s law-enforcement focus on UAP detection and investigation broadens the intelligence, military, and government Disclosure edict to “Homeland Security” and its post-9/11, post-COVID implications.

Homeland Security Broadens UAP Threat—Implications without Evidence

* The course frames UAP Studies as the protection of the Homeland from UAP/ET attacks. Homeland UAP course strategies may duplicate the protocols for Homeland Security’s FEMA preparedness and protection during fires, floods, earthquakes, explosions, manmade terrorism, and technological disasters.

* The course may introduce young adults to the need to design and implement strategies and protocols in response to a hypothetical UAP/ET interstellar attack on U.S. airspace. Is this a deliberate attempt to train university students to view ET as a national security danger, rather than as natural, cosmic, multidimensional beings that have related to humans throughout their history, especially psychically aware Exoconscious citizens?

* The course assumes a Homeland Security UAP attack WITHOUT any evidence or accompanying data of a potential threat from the government, the Pentagon, Intelligence, the UAP Science Advisory Council, or the Disclosure Foundation.

Are Homeland UAP Protocols applicable to Exoconscious Humans?

Does the Homeland Security and UAPs course, with its FEMA-like science, public safety, national security, and policy framing, jeopardize and marginalize Exoconsciousness, an innate human ability to connect, communicate, and co-create with extraterrestrials, multidimensionals, and spiritual beings?

If so, this raises critical issues:

* ET as a terror threat is a potentially unjust and unethical characterization of Exoconscious Humans. Entraining university students to pay for a course to teach them to view ET and their natural Exoconscious abilities as a Homeland threat is yet another means of shutting down natural human consciousness.

* ET as a terror threat functions as a potential university-student mind-control meme, a further cover-up, and another diversion to prevent any Disclosure of secret technology—all without evidence.

Will Exclusion of Experiencer Knowledge Limit young minds as well as the Academic and Scientific Contribution to Ufology? If so, there are course alternatives and additions.

2005: Extraterrestrial Reality Course

In late 2004, I submitted a course proposal to Scottsdale Community College to teach Extraterrestrial Reality in their Continuing Education department. It integrated UFO history, leading individuals, and contactee witnesses.

The Extraterrestrial Reality course was accepted and scheduled for early 2005. At the time, only a handful of people taught UFOlogy courses. In 2004, Aaron Clark taught UFOlogy at Oberlin College (where John Mack and Bud Hopkins previously attended).

In 2005, excitement was building around acceptance of academic UFOlogy courses that integrated history, science, and consciousness. If you had asked me in 2005, I thought we would have courses throughout the nation in no time. But it wasn’t to be. Aaron’s Facebook UFO Educators group maintains a historical record of college and university Ufology courses.

My Scottsdale course generated a good deal of local publicity and was featured on every morning and evening Phoenix newscast, as well as in a featured article in the Phoenix New Times on January 13, 2005, titled “Space Crash Course.“

Rebecca Hardcastle isn’t from outer space. But she might be from a different dimension, one that transcends time and space and most college curricula. We can thank our lucky stars that Hardcastle has landed at Scottsdale Community College, which now offers her Extraterrestrial Reality course as part of its Continuing Education program. According to the course book, Hardcastle’s class “expands on what it means to be human in the 21st century, relating to intelligent, responsive life originating beyond Earth.”

The class filled. Many of the students were Experiencers, and most were Ufology literate, having studied the phenomenon for years.

Extraterrestrial Reality Backstory

But, as with any initiative, there was also an interesting backstory. When I proposed the course, I was a member of Dr. Ruth Hover’s Contactee group in Fountain Hills, AZ. Ruth worked with John Mack and Leo Sprinkle to establish psychological protocols for working with Experiencers.

I told Ruth I planned to submit a course proposal, and several weeks later I was called to her house, where several prominent Phoenix-area ufologists were gathered. They conducted an intervention with me, trying to convince me of the dangers of teaching a ufology class, as I was a single mother raising three children. I thanked them for their concern and said that I was safe and planned to proceed.

Little did I know that my danger lay with a citizen who wrote a letter to the college president demanding that my course be canceled. Extraterrestrial Reality lasted one semester. And my hopes for national Ufology courses faded.

How and Why did Ufology Course Offerings Dramatically Change?

In 21 years, Ufology course offerings shifted from UFO history and “expanding on what it means to be human in the 21st century, relating to intelligent, responsive life originating beyond Earth” to Homeland UAP threat detection and investigation, prioritizing science, public safety, national security, and policy with a para-FEMA law enforcement preparation course.

Quite an epistemological leap from integrated understanding to material science data certainty without accompanying evidence. Yet the military, intelligence agencies, and scientists involved in ufology seem certain enough of a looming threat to develop protocols, preventive measures, population-level data, and mass societal perception.

Exoconscious Aware Citizens amid Disclosure “Steering”

Disclosure, defined by military, intelligence, science, and now academics, emphasizes data, AI, surveillance, and measurement used to “steer” social control over large masses. This steering is cybernetic and uses cultural experiments to measure and meter human behavior—achieving mass solutions for mass culture.

According to the SOL Foundation’s scientific study, “the methods we employ could transform the study of encounters with UAP by broadening the focus to include not only individual reports and testimony but population-level data and mass, societal perception.”

A major Macy conference titled “Circular Causal and Feedback Mechanisms in Biological and Social Systems” convened in 1946. They had the grand aim to model the physiological system that receives information from the environment, processes, and then feeds back to change that environment and the human mind—steering by creating a closed-loop. The group eventually perceived humans as merely “an efficiently organized, large natural automation” that could be determined and predicted with linear, mathematical models. Exoconscious Humans: Will Free Will Survive in an Increasingly Non-Human World?

Exoconscious Independent of Steering Mass Control

A major Exoconscious transition will involve citizens developing internal discernment rather than relying on institutional, data-driven mass societal perception and dependence.

Exoconsciousness introduces the missing human, consciousness, experiential, ethical, spiritual, philosophical, and planetary dimensions of Disclosure.

The Exoconscious Community of Experiencers continues to speak out on the irrational direction of a UAP threat without evidence and Disclosure framed exclusively as a national security issue.

Exoconscious Citizens

The threat narrative remains, yet

Increasingly, citizens recognize flawed threat narratives without evidence.

Increasingly, citizens have an aversion to dramatic, shock-and-awe, planned operations, and war-like tactics.

Increasingly, citizens naturally integrate their contact experiences in a mature, thoughtful manner without needing news anchors, television personalities, dramatic talking points, policies, or mass perceptions.

Increasingly, citizens develop internal skills in critical thinking, discernment, and independent views, confident in strengthening their internal discernment rather than institutional dependence.

Disclosure Needs Exoconscious Aware Citizens

The UAP disclosure conversation is increasingly institutional, technological, and threat-oriented. Disclosure, defined by military, intelligence, science, and now academics, emphasizes data, AI, surveillance, and measurement used to “steer” social control over large masses. This steering is cybernetic and uses cultural experiments to measure and meter human behavior—achieving mass solutions for mass culture.

As this Substack explains, the national security UAP emphasis has become Homeland Security, high-alert preparedness, and Ontological Shock and Awe. This is a dangerous reach for Disclosure. It implies shenanigans and ops that we’re all familiar with, as we’ve watched them unfold in 911 events, COVID, unidentified drone swarms, and engineered weather catastrophes.

Exoconsciousness introduces the missing human, consciousness, experiential, ethical, spiritual, philosophical, and planetary dimensions of Disclosure.

Exoconscious Humans and aligned ufology researchers are building a significant culture that embraces both subjective experiential and objective scientific knowledge of cosmic, multidimensional, and spiritual being through a mature, integrative message rather than an ET emergency.

Without the integration of Exoconsciousness, scientific UAP Disclosure resorts to threat-based and national-security-emergency narratives, shutting down transparency, truth, and opportunities for the natural evolution of human Cosmic and Earth consciousness.

Exoconsciousness does not require abandoning UAP science or cautious data collection. It argues that both material investigation and research into human consciousness must be pursued in tandem to fully enable human evolution.

Natural Human Consciousness or High Alert UAP Emergency

Exoconscious Humans who experience and integrate contact, communication, and co-creation with craft, beings, and anomalous phenomena represent a growing number of citizens. They share ideas and tools for calmly and peacefully integrating these experiences. Our human body, mind, and spirit are equipped to integrate and successfully live in the natural and supernatural world without institutional control.

ET is not a high-alert emergency; ET does not require a new dogma, doctrine, or institution. Instead, ET represents an innate connection of human consciousness. Thus, new science, innovations, and ways of relating to the Earth and Cosmos will result.

A major Exoconscious transition will involve citizens developing internal discernment rather than institutional control and dependence.

We focus on the meaning of contact that is naturally discovered and integrated by each individual. We focus on what it means to be human in the 21st century, relating to intelligent, responsive life originating beyond Earth.

We Spoke Out in 2017: Why Speak Out Now

After the 2017 NYT article and the occupation of Ufology by intelligence, military, and government, our Exoconscious Community created a press release response. 2017 Press Release: Extraterrestrial Experiencers See ET Presence as an Opportunity, Not a Threat. The press release was easily ignored. However, our historical response remains on record.

Since 2017, year after year, I watched former colleagues and professional researchers pivot toward the intelligence, military, and government perspective on Ufology and Disclosure, framed as a national security issue.

No one questioned where the national security framing would lead. No one gave forethought to the future eventualities of a threat narrative. But now we know. National Security framing led to the marginalization of Experiencers, ET being demonized, and support for advanced weapons and surveillance in space.

Unfortunately, it also led to embarrassment for Experiencers and the few remaining independent Ufology researchers, appalled by the government, podcast, and press club antics—ceiling chandeliers, crop irrigation circles, and blips on computer screens, along with dramatic tales of hitchhikers from black-magic amateurs fooling around.

Ufology became an embarrassment. Silly. And rightly so. It’s time to speak out again.

UAP Threat Narrative: Taking Next Step

Since the New York Times article, December 2017, "Glowing Auras and 'Black Money': The Pentagon's Mysterious U.F.O. Program," ufology has become increasingly dominated by scientists, experts, and professionals touting the UAP threat narrative.

Currently, we are witnessing a dangerous next step in the threat narrative that involves information on Homeland Security, preparedness, prevention, and public safety policy. This information moves the Disclosure threat narrative “closer to home,” involving threat prevention, procedure policy, engineering, and shock-and-awe space weapons.

“Homeland Security” and preparedness language keep citizens on high alert, increasing their fear and vulnerability to terrorism, weather events, natural and man-made disasters, unknown lethal weapons, and UAP.

As a result of high alert, humans shut down, go into denial, or develop fantasies to avoid facing reality. No progress is possible. No human growth and knowledge is possible.

Homeland Colleagues Prepping

Preparation Policy is not unusual for governments. But the sudden coalescence of UAP organizations focusing on preparedness raises the question of whether a military/intelligence talking point or directive was circulated and whether grants were distributed to raise the UAP threat temperature. That’s also not unusual. It frequently happens in institutions.

National UAP Threat Preparedness Framework

Disclosure Foundation

The Disclosure Foundation released a National Preparedness Framework for the Human Consequences of Disclosure, authored by @JenniceVilhauer , PhD, Carlos Eire, PhD, and @ChrisKMellon. The brief recommends that the Administration establish a National Disclosure Preparedness Task Force within the @HHSGov to strengthen the nation’s psychological and societal readiness for the human consequences of UAP disclosure.Within 120 days of its establishment, the Task Force would publish an unclassified National Disclosure Preparedness Strategy for use by federal, state, and local governments, healthcare systems, educational institutions, and the public.

The US Government Has a Preparedness Plan in Case of NHI Disclosure, by Jennice Vilhauer

At a meeting held on August 31, 2026, at the Office of the Director of National Intelligence, the UAP Science Advisory Council, of which I am a member, was informed that the United States government has a preparedness plan in place should the existence of nonhuman intelligence (NHI) be confirmed. We were also told that the United States is prepared to take an international leadership role if necessary.

SOL Foundation Disclosure: Crucial Guidance

Please note the connection to COVID epidemiology and cybernetic study resulting in population-level data, and mass societal perception.

The Sol Foundation is launching a scientific study that will provide crucial guidance to both the President and Congress on how to conduct disclosure successfully and with minimal harm. This innovative study, led by epidemiologist (a public health scientist who investigates the patterns, causes, and control of diseases and injuries in populations) Dr. Christopher Salazar and Dr. Peter Skafish, will help us understand, for the very first time, how Americans are likely to respond to different aspects of UAP disclosure announcements, including who delivers the news, what evidence is presented, how that evidence is verified, and how the message is framed. (refining talking points)Additionally, the methods we employ could transform the study of encounters with UAP by broadening the focus to include not only individual reports and testimony but population-level data and mass, societal perception.

Sounds like Prevention and Planning for a Repeat of Ontological Shock and Awe on a Global Scale

These preparedness studies and policies echo the COVID pandemic plans put in place years before the virus was released.

Does Ufology want to follow in these footsteps?

If so, why?

Interesting that FEMA and HHS coordinated COVID pandemic preparedness policies, inspired by government, universities, and the World Economic Forum-run planning scenarios.

Are we witnessing a similar framework locked into place with Homeland Security UAP and Preparedness?

If so, one important question remains unaddressed and unanswered in a 911, COVID-type planned operation.

Who becomes the Homeland Terrorist? Who is labeled the scapegoat in the scenario planning?

These implied and unanswered questions become personal

Homeland Security and prevention planning leave massive unaddressed questions. We’ve all been down this threat narrative road. All of the signs are appearing. You can’t miss them.

We can deny the question of who becomes the terrorist—or face it head-on before plans force citizens into another controlled narrative that the Sol Foundation defines as population-level data and mass, societal perception preparation.

The message of terrorism and fear lands directly on the doorstep of Experiencers.

Who is identified as the terrorist in a Homeland Security UAP event? A demonic ET? An asteroid? A “nation of concern”? A rogue pilot? A secret lab? A rogue infected bat? Multiple people witnessing a craft? An Exoconscious Human who is psychic and communicates with extraterrestrials, multdimensionals, and spiritual beings? A community of psychically aware who share knowledge about unknown lethal weapons—seeing the unseen?

The question of who is the terrorist deserves discussion and transparency prior to any prevention-oriented UAP Ontological Shock and Awe program unfolding.

Preparedness for What? Why Ontological Shock and Awe?

Though created in 1996, the term “shock and awe” became a global buzzword following 911, during the March 2003 aerial bombing campaign that launched the U.S. invasion of Iraq. We’ve passed that 2003 bombing landmark…again.

Ontological Shock is based on Dr. John Mack’s psychiatric work with ‘experiencers’. He used the term “ontological shock” in his 1994 book, ‘Abduction: Human Encounters with Aliens’, to describe how the Experiencer integrates contact and encounters into a greater reality, a multidimensional life. Mack never intended Ontological Shock to be weaponized.

However, rather than offering guidance on the normal, natural emotional and mental integration of a contact experience, the UAP threat emphasizes preparedness for Ontological Shock and Awe. It presents an overdramatized, mass cultural, data-driven, algorithm-driven contact experience that is categorized, measured, and, yes, possibly weaponized as a national security threat.

All of this policy, procedure, fear, and threat preparedness for what?

As of now, there is no evidence of an ET threat. None. Just promises of eventual information that never manifests. The drawn-out ET fear narrative and questionable whistleblowers' testimony create mounting questions and doubts once Disclosure information surfaces.

President Trump Announces Mars Plasma Propellant

In President Trump’s Speech at NASA’s Johnson Space Center in Houston on Friday, August 28, 2026, he noted that NASA is working on a nuclear-powered interplanetary spacecraft that will launch on a mission to Mars in 2028. Trump said nuclear power is necessary because of the high fuel requirements of long-distance journeys.

It’s been a 70-Year Long Journey for NASA

No Nuclear-Powered Mission YET in NASA 70-Year History

Since the 1950s, NASA has announced nuclear-propulsion spacecraft initiatives—and canceled them prior to flight.

Though NASA has a 70-year history of Nuclear-Powered Interplanetary Spacecraft research and ambitions, it has never flown on an actual interplanetary mission.

That NASA history of dedicated research and application may change with a 2028 Mars Mission

NASA has announced it will launch a nuclear-powered spacecraft to Mars before the end of 2028. The effort would mark a world first—no interplanetary spacecraft mission has ever been powered by nuclear propulsion before—and a massive boost for potential missions that would go farther out into space and travel faster than traditional liquid-fueled craft could manage.

The space agency plans to the launch the spacecraft, called Space Reactor-1 Freedom, to the Red Planet, where it will deploy several helicopters to explore the surface. The helicopters, NASA said in a statement, will be modeled on Ingenuity, which flew as part of the Perseverance Mars rover’s mission on the planet.

At a press conference on Tuesday, NASA’s Steve Sinacore said that it may be possible that the spacecraft will fly by Mars and continue onward. “We have not decided where the mission will end,” Sinacore said.

NASA’s nuclear energy strategy faces its most ambitious test in 2017

The future of human robotic space exploration might depend on a technology from the past: The nuclear fission reactor. Fueled by the element uranium, these reactors have produced energy commercially on terra firma since the 1950s, and currently supply a fifth of United States’ electricity. Nevertheless, despite decades of on-and-off development across a litany of canceled NASA programs, fission has failed to break into the final frontier.

Nuclear Fission or Fusion? What’s the Difference?

Nuclear Fission = splitting a heavy atom (uranium) apart to release energy. It’s what every nuclear power plant and every nuclear weapon on Earth uses today, and what NASA has tested since the 1950s.

Nuclear Fusion = forcing light atoms (hydrogen isotopes) to slam together and merge, releasing far more energy per reaction. This is what powers the sun and stars.

This is where Plasma Science comes in. NASA spacecraft have nuclear power systems with Plasma Propellant systems.

Here’s How Fission Reactor and Plasma Propellant Work

The SR-1 Freedom fission reactor generates electricity (like a power plant).

Electricity is most efficiently used to power an electric propulsion system — and the leading electric propulsion technologies (Hall thrusters, ion engines, magnetoplasmadynamic thrusters) all work by ionizing propellant into plasma and accelerating it electromagnetically to generate thrust.

A central power source drives electric propulsion (EP): either sunlight collected by solar arrays — an arrangement favored in most designs — or a nuclear heat source coupled to an electric generator. In either case, electricity interacts with an onboard store of gaseous propellant to create a highly charged plasma, a mix of ions and free electrons. Upon exit, the plasma accelerates craft forward.

Dark Matter Earth Dimension

Alfred’s “Inter-Terrestrial Aliens Hypothesis” (ITH), published in Academia.edu and the International Journal of Innovative Science and Research Technology, builds on his dark plasma hypothesis first proposed in 2005: that a portion of dark matter is not inert, but self-interacting and capable of forming its own plasma-based biosphere — a “Dark Earth” gravitationally coupled to our own planet, occupying the same space, interpenetrating our world without our knowledge. academia

The argument is attractive in its simplicity. Interstellar visitation faces numerous scientific and specific physics problems — vast distances, unclear motive, and message content inconsistent with a truly alien perspective.

Dr. Edgar Mitchell’s ETI from Contiguous Universe

Alfred’s Dark Matter Inter-Terrestrial Aliens Hypothesis echoes my email sent to John Podesta, Counselor to the Obama Administration, Jan 14, 2014. It referred to ETI from the contiguous universe.

Contiguous means touching, sharing a common border, or lying next to something in an unbroken sequence. It describes physical objects, properties, or geographic areas that connect directly side by side, without a gap. (Google AI definition)

Why Extraterrestrial Presence from Dark Matter Earth

A civilization sharing our gravitational field and worried about the same planetary stability we depend on makes scientific sense. That, Alfred argues, resolves the travel problem, the “why would they bother” problem, and even explains why so many UAP encounters carry similar “high strangeness” — sudden appearances and disappearances, shape-shifting, telepathic contact, missing time — that conventional nuts-and-bolts alien-visitor theories struggle to account for.

This presentation by Jay Alfred for our Plasma Science Study Course walks through how plasma physics alone could explain nearly every classic UFO signature:

* glowing colors tied to which gases ionize first

* “solid”-seeming craft that are really dense plasma envelopes

* the smells, tastes, and sounds reported by witnesses

* the light-emitting “plasmoids” seen in military sensor footage

Alfred draws on the British MOD’s own four-year UAP study and recent peer-reviewed thermosphere plasma research to make his case.

Most notably, Alfred proposes something genuinely new: a formal research program he calls SITI — Search for Inter-Terrestrial Intelligence — a companion to SETI that would repurpose existing dark matter detectors (XENON, LUX-ZEPLIN, IceCube) to listen not for signals from distant stars, but for evidence of intelligent life that may already be here in a plasma dimension.

Whether or not you find the dark plasma framework persuasive, ITH is a serious attempt to ground UAP phenomenology in physics, and it reframes the Fermi Paradox in a way worth considering.
