The Ethical and Philosophical Framework

The Nine Principles of Exoconsciousness outline the basic human rights for the protection and advancement of natural human consciousness.
The basic premise of Exoconsciousness is that humans can thrive holistically (mind-body-spirit) in an imperfect world amid destructive, dehumanizing forces.
Each principle emphasizes the primary focus of maintaining alignment, balance, harmony, and well-being in an imperfect world.
Each principle is best understood as a direct counter-claim to a specific AI transhuman agenda item.
Why the AI Transhuman Counter-Balance to Exoconsciousness
Why was the counter-balance of AI Transhuman forces chosen to define and clarify ethical and philosophical principles necessary for Exoconscious Humans?

The short story is that during my time in Washington, DC, from 2011 to 2017, working with Dr. Edgar Mitchell’s science group, researching zero-point energy, consciousness, and the extraterrestrial presence, I repeatedly stumbled into information impossible to ignore regarding AI and Transhumanist plans.
These plans included genetic engineering and sophisticated mind control plans, now called social engineering, along with geoengineering of the Earth’s surface and skies.
Today we live in a multilayered, comprehensive engineered system, where these plans have grown exponentially with the growth of AI and transhuman possibilities to alter natural humans.
ET as AI—No Thanks, Doesn’t Work
Yet, few are discussing these engineered plans that pose a universal threat to experiencers and contactees. Instead, quite the opposite, many in the Disclosure and UAP movements are adopting AI as a bridge to communicating with ET, promoting Transhuman extensions as necessary for contact.
Vocal and visible proponents of the ET Threat narrative are especially advocating for advancing a multilayered, comprehensive engineered system.
Though I would guess few in Disclosure and UAP movements understood its implications.
Believing (for financial reward, visibility, or peer pressure reasons) that humans require AI and Transhumanism for contact—nothing could be further from reality or historical fact. Humans managed contact for eons without AI or Transhuman extensions. Ask any ancient indigenous people. Ask any spiritual contactee. Ask any Exoconscious Human.
Somewhat Optimistic Exoconscious Encounters
Some of my DC encounters left me feeling vaguely optimistic. One afternoon I met a lovely middle-aged woman who had worked for DARPA for over 20 years—in AI research and development. (DARPA was founded in 1958 as the Defense Advanced Research Projects Agency for science and military research.)
I asked her, “How’s your AI research going?” Her quick response, “Not well,” surprised me. She went on to explain that “we simply do not know what consciousness is.”
At that moment I knew I had met a kindred spirit. The study of consciousness was my chosen field for decades. I felt her frustration with the mystery and magnificence of human consciousness. I admired her transparency and truth amid AI propaganda and promotion.
Brain-Centric Consciousness Encounters
In DC, I also researched decades of government programs, beginning with the Bush Brain Initiative in 2000 and continuing into the Obama Brain Initiative. These well-funded government programs aimed to lay out neural networks, as if finding the right LEGO brain paths, pieces, and relationships would define consciousness.
Scholars, journalists, and practitioners Gary Marcus, Sam Illingsworth, Luiza Jarovsky, Karen Hao, and Kate Crawford continue to highlight the AI propaganda promises and the stark reality of flawed AI operation—assisting us to navigate the rapidly changing specter.
Pessimistic Exoconscious Encounters
Some of the DC encounters left me slack-jawed, pessimistic, and fearful. I recall after Yoga, meeting a young man from the National Institute of Standards and Technology (NIST), a non-regulatory federal agency within the US Department of Commerce, located just up the street from my home.
He casually mentioned that he was in the polymer division, and I immediately struck up a conversation, saying: “I understand that much of the off-shoring of clothing manufacturing was led by scientific interest in integrating nanotechnology into clothing and how the tech potentially might cross the blood-brain barrier.” I was thinking—my children’s pajamas and T-shirts as nanotech experiments. The young man abruptly drew back from me and declared loudly, “Lady, don’t you EVER speak to me again,” as he headed for the door.
I knew I had hit a nerve and that the clothing experiment may have been well underway.
It didn’t surprise me years later when Epstein’s emails exposing his relationship with Lex Wexner, whose Limited Corporation was a major manufacturer and distributor of offshore clothing, came to light. Along with Wexner’s affiliation with CIA airline, Southern Air Transport (Iran-Contra history), located at Rickenbacker International Airport in Columbus, Ohio, facilitated by Epstein. Ask, and You Shall Receive
Some DC encounters left me amazed at how information dropped, especially when all I had to do was ask. While living in DC, I encountered an unexpected number of otherwise healthy vital people whose lives were devastated by Lyme disease. Friends and acquaintances who tried one medical solution after the next with no relief.
Being psychic (unashamedly so), I began hearing the words Plum Island. So I initiated an earnest internet search, asking about Plum Island and Lyme Disease—only to turn up empty-handed. Until one day at the Montgomery County Library, I dropped Plum Island in their search engine, and a book appeared—Lab 257: The Disturbing Story of the Government’s Secret Plum Island Germ Laboratory. And it was on the shelf!
Lab 257 led me down the disease, disability, death path of chemical-biological weaponry, genetic engineering. It also showed me that, in Maryland, I was living in a central vortex of chemical-biological research (I’m sure none of the chemicals were in the Potomac River where my children and friends boated, fished, and swam.)
The American University Experiment Center was the primary WWI chemical-biological center, which later moved into Maryland’s Edgewood Arsenal, Fort Detrick, and the U.S. Army Medical Research Institute of Chemical Defense, located in aptly named Gunpowder, Maryland.
No surprise—COVID
Was I surprised when COVID arrived? No. On January 1, 2020, during a dream, a loud voice said, ‘Prepare to be locked down.” I woke, rolled over, and told my husband of my dream, and he, being a lifetime DC resident, agreed. Later that morning, we walked across the street to our neighbors who are Mormons and asked about food preservation, telling them about my dream.
Was I surprised by COVID? No, I was expecting it.
I share these encounters, dreams, and intuitions to explain why I chose AI and Transhumanism as a counter-argument for Exoconscious Human principles.
But, the emotional reality and fear from all of the information I stumbled into or deliberately sought in DC went much deeper.
All-Encompassing Plans of AI Transhumanism
As a mother, grandmother, wife—a woman deeply embedded and embracing all of life—I realized the power and principalities promoting AI and Transhumanism and the engineering programs.
I realized that the end-game for AI and Transhumanism was to own ALL of Human Life—otherwise artificial reality would not work as an engineered system. All of human life had to be owned, manipulated, metered, monitored, and monetized—one experiment stacked on top of another.
The AI Transhuman realization traumatized me. For two years, from 2017 to 2019.
My emotional response increased with the stark realization that human consciousness, in particular psychic intelligence and abilities, were being corralled into AI Transhumanism by genetic and geo-engineering as well as advanced methods of mind control via social and entertainment media.
Would my children and grandchildren be denied psychic intelligence—the lightning-quick messages from beyond their brains that brought clarity of direction, connection to nature and other humans, seemingly miraculous healing, messages from their higher spirit and soul?
Or would they flatten into genetically modified Transhumans, AI-dependent hybrids—perceptually limited, unaware of subtle life forces. Would their grasp of God be lost? Would their Spirit World be silenced? Could their soul escape the control grids’ grasp?
Navigating Reality with Exoconsciousness
Gradually, I found the balance and grace to begin healing my emotional strain, putting my knowledge into words and actions. I wrote Exoconscious Humans, established the Institute for Exoconsciousness, and launched coaching groups, a YouTube channel, and now a Substack and Podcast.
Thinking, feeling, talking, listening, writing, sharing. Releasing thoughts and words heals. Releasing thoughts and words gathers kindred spirits. Releasing thoughts and words builds community. Releasing thoughts and words creates clarity with ethical and philosophical frameworks.
The Institute for Exoconsciousness is the first Post-Disclosure organization to support co-creation between natural human and off-planet intelligences.
Psychic intelligence and agency are our foundation, along with critical thinking, discernment, and emotional integration. We support co-creations that promote the health and well-being of all humans, nature, the Earth, and Space.

Natural Human Consciousness amidst brain-centric and artificial reality constructs
Our Institute for Exoconsciousness’s focus on preserving and advancing natural human consciousness is central. As the brain-centric Bush and Obama brain initiatives indicate, government money has poured into research to dissect the brain to discover consciousness—to no avail.
But where neural network research failed, social engineering, or mind control, takes over to create the impression of success.
Technology holds the false belief that corralling every human on Earth into their closed system will signal the singularity triumph.
AI and Transhuman experiments like COVID, mRNA vaccines, endless video games, porn, drugs, sports, social media, along with AI Agents have an impact on the human mind. But as they multiply throughout culture, they also leave a path of destruction and human devolution in their wake.
Human Consciousness remains elusive. Yet the experiments mount and continually roll across the human species testing ground.
It is our responsibility as Exoconscious Humans to remain responsive, grounded, centered, balanced, aware, and alive. Our primary focus is on maintaining alignment and well-being in an imperfect world.
Psychic Intelligence as the Second Principle
“One of the first manifestations of ET, multidimensional experience in an Exoconscious Human, is an increase in psychic intelligence. An experiencer ‘senses’ differently. They perceive a broad spectrum that includes beings, energies, and information. In turn, psychic abilities heighten precognition, astral projection, psychokinesis, remote viewing, telepathy, and mediumship. An Exoconscious Human develops psychic intelligence.” EH
“Note the use of intelligence, as opposed to intellect. Intellect is an individual’s ability to acquire and use knowledge and skills. It refers to cognitive abilities such as memory, analysis, identification, and categorization… In contrast, intelligence is inborn, innate—a function of consciousness. It goes beyond facts and moves into the ability to determine meaning and purpose.” EH
‘An Exoconscious Proposal: The Common Ground of Consciousness Science and Psychic Intelligence’ (Existenz), presented 2008, Karl Jaspers Society of North America, American Philosophical Association, published in https://existenz.us/volume3No2.html formalizes the psychic intelligence claim as a scholarly proposition:
Harvard’s Howard Gardner began his research by asking two questions: “How did the human mind and brain evolve over millions of years? And, how can we account for the diversity of skills and capacities that are or have been valued in different communities around the world?”
Through his research, Gardner universalized intelligence, asserting that all people possess eight identified intelligences. Furthermore, he detailed that each person’s intelligence varied with respect to environment, education, opportunities, heredity, and interactions.
Gardner’s 8 Intelligences
Linguistic Sensitivity to the spoken and written word, mastery of language Logical-mathematical Ability to analyze problems logically and scientifically Musical Skill in composition, performance, appreciation of music Bodily-kinesthetic Ability to move as exemplified by dancers, athletes, surgeons Spatial Ability to identify space as exemplified by pilots, artists and architects Interpersonal Talent for empathizing and relating to people, exemplified by salespersons Intrapersonal Talent and capacity for self-understanding Naturalist Ability to recognize and classify natural species, ecological relationships
Exoconscious Humans Proposing Psychic Intelligence as 9th Intelligence:
Proposing psychic intelligence as a multiple intelligence in Gardner’s model, Exoconsciousness maintains that all humans share a psychic intelligence that is innate. Psychic Intelligence is the primary intelligence of extraterrestrial experiencers, NDE, OBE, psychics, mystics, telepaths, healers, whisperers and mediums. To name a few.
Persons with psychic intelligence show sensitivity to energies and vibrations, what some term subtle energy fields. Through their consciousness, those with psychic intelligence connect with energy fields to communicate, learn, gather information and form relationships. Psychic intelligence abilities include remote viewing, precognition, clairsentience, clairaudience, clairvoyance and telepathy.
Psychic intelligence as a 9th intelligence offers a solution to Gardner’s problem of locating a region of the brain for its intelligence. Psychic intelligence is located beyond the brain in the non-local, the field of consciousness that exhibits the unity of entanglement.
Psychic intelligence deserves recognition as Howard Gardner’s 9th Intelligence alongside the eight already identified in his multiple intelligences theory. This is not a metaphysical claim but an epistemological one: psychic intelligence is a measurable, developable, culture-independent cognitive capacity that the FREE Research Study documents at scale.
Moral Autonomy as the Sixth Principle
“Autonomous individuals are in harmony with the natural moral law within their hearts and mind, which we can describe as a divine spark of love, the root of our moral life. Moral autonomy is about establishing a profound connection with our true nature (which is why it is also commonly referred to as ‘awakening’) and thus becoming vehicles of expression of singular forms of intelligence and organization. We recognize that we are parts of a system. It is a state of redemptory sovereignty.” Rodolfo de Oliveira, EH
Reverend Martin Luther King Jr.’s 1954 sermon called his congregation to become ‘transformed non-conformists’ — people who use their moral conscience to transform the world rather than conform to it.
Exoconsciousness extends this call: the moral autonomy required in the Disclosure/Experiencer era is the same inner authority that King demanded of his parishioners, now applied to the challenge of maintaining natural consciousness in the face of the transhuman trajectory.
Understanding consciousness as an Exoconscious Human involves conscience, which involves moral codes embedded in HUMAN history, religion, and knowledge. Conscience and moral codes provide the framework for the survival and advancement of the human species under the closed-loop control culture of AI and Transhumanism.
The Transhuman Counter-Argument
“Transhumanism and technocracy are rooted in the belief that the human brain is the center of consciousness. Confuse and fracture this brain-centered consciousness, and you control the human.” EH
The Nine Principles are designed to resist and navigate AI and transhumanism. The principles are not abstract ideals but defensive philosophical positions against a documented technology agenda. Each Principle names a specific human capacity that the transhuman trajectory either replaces with a technological substitute or actively suppresses.
Exoconscious Humans Nine Principles
9 Interlocking Principles:
(1) natural human consciousness amidst brain-centric or artificial reality constructs
(2) innate psychic abilities amidst synthetic mind and body control
(3) human intelligence amidst AI and AGI
(4) individual moral sovereignty and conscience amidst algorithmic ethics
(5) spiritually ensouled humans amidst technological-genetic hybridization
(6) individual dignity amidst engineered, AI-sourced government and social structures
(7) natural law, including the laws of nature and plasma science amidst geoengineering
(8) inalienable rights amidst AI governance, tokenized economy
(9) cosmic equality and peace amidst the threat of space war
