As God prepared Moses and the people of Israel to receive the Ten commandments, He also sought to remind them of His love and His Holiness. Like a good parent, God wanted to make sure that they knew He was laying down the law so to speak, because He loved them so much. It would also point out our desperate need for a Redeemer.
