A former head of ASIO and ambassador to China, David Irvine, took over as chairman of FIRB in April, just after the treasurer Scott Morrison controversially blocked the sale of NSW power assets to a Chinese firm and the Federal Government called for a list of critical assets that shouldn't be sold.
