Ratings agency Standard and Poors is pessimistic about the global economy, giving three quarters of country's it rates negative outlooks. It's committee of seven people kept Australia on a negative outlook due to runaway property lending, skyrocketing external debt and repeated delays in returning the budget to surplus.
