Search warrants require that law enforcement authorities have probable cause to believe that there is evidence of a crime in the place or thing to be searched. When the FBI and the Department of Justice apply to a federal judge for a search warrant to seize and search the cell phone of a sitting member of Congress, that is a very big deal.
