Jay goes into the premise that there are Governments lead by self-serving rulers (looking after themselves, not their people), to seek out conflict for various reasons to address their own vanity and that there are other nations who could use war as a pretext to eliminate market competition.  He considers how the various types of governments can effectively protect their populations relative to the number of available resources and how it would dissuade conflict by foreign nations.
