With the turn of the calendar year, came a new law that will free up more money for local areas to fund public works projects. The Great Recession and the California budget crises from a few years back squashed hundreds of agencies that were charged with urban redevelopment. So lawmakers in Sacramento created funding for so-called Enhanced Infrastructure Financing Districts, and officials in the city of LA want to use that money for LA River improvements.
