Verse 7: This is a word of comfort to God’s people. In the midst of chaos, God is a refuge, and He personally knows and cares for those who trust in Him.
Verse 8: This shifts to judgment. God brings total destruction (“utter end”) on His enemies, like a flood—swift and unstoppable.
Verse 9: God’s justice is final. Whatever schemes people devise against Him or His people, they will fail. Once God deals with it, it won’t rise again.
