Soldotna Republican Justin Ruffridge broke caucus ranks Wednesday to help get a large education funding and policy bill through the State House. Kenai Peninsula Borough Mayor Peter Micciche wants to overhaul the group that advises the borough assembly on environmental issues like recycling.
