Federal Motor Vehicle Safety Standard #141 requires electric vehicles and some hybrids to emit an audible sound when underway to let pedestrians, cyclists and other drivers know that its on the move near them.  What happens when the software that creates the sound fails?  That is the basis of a recent BMW recall.
