“Publishing” it in PROQUEST isn’t enough, because it is not peer-reviewed (decreasing the likelihood other researchers will cite your work).

Why don’t people do it? Exhausted, no support, confusing process, and FEAR. Rejection rates can also be very high and because the doc process is full of rejections, so students are rejection adverse.
