Ginger Spencer is the public works director for Phoenix. If you think that sounds boring, it’s not. She’s overseeing all of the city’s sustainability initiatives, and working to make Phoenix a ‘zero waste’ city by 2050. After 20 years in public service, she’s just the woman for that goal. “Go to the federal level to write policy, go to the local level to actually enact it,” she says.
