There is a common cliche that some believers capitalize on to give excuses for why they dress the way they do which is “ God looks at the heart and not your physical appearance”. I believe we are missing the whole point. If your heart is right with God then it will definitely reflect in the way you dress. You will dress modestly and in respectable clothing to glorify God because you understand that you are His representative here on earth so you are not permitted to dress in a kind of way.
