The children of Israel had Pharaoh and his army coming toward them and they became afraid so they cried out for help. The Lord spoke through Moses to let them know that today they were going to see the salvation of the Lord today. Then the Lord then tells Moses to tell the people to stop crying out to Him for help but move forward even though nothing has changed.
