State employees' paychecks are low. They're so low the governor is calling for a significant bump in pay in his budget proposal. The average salary is about 48k a year. There's tremendous turnover, which costs taxpayers. And the state is paying so little to some employees that, in the long run, it's at a greater cost to taxpayers than turnover.
