Jesus is teaching about the Kingdom of Heaven in the Sermon on the Mount. In the Kingdom, there is no grading on a curve. For those who would wish to enter, the prerequisite is perfect righteousness. That excludes everyone since we've all fallen short. The good news is that Jesus provides us with the righteousness required for entering the Kingdom!
