If woman wants to propose to a man, that should okay right? It's 2020 afterall. Isn't that was the progressives are saying?

We got an email from a friend that wants to propose to her boyfriend on Valentine's Day. She's even gone all out on dinner reservations and a ring! But... now she's having cold feet. She definitely still wants to marry her boyfriend, but is unsure on wheather she should propose or not.
