This is the word of defense from the LORD through Zechariah to the people of his own that "for he that toucheth you toucheth the apple of his eye." Because he knows that people will wage agains his people on earth that why he admonish us in the book of John 15:20 that "the servant is not greater than his lord. If they have persecuted me, they will also persecute you.
But this word of defense has no fulfilment in our lives that why our problems are unresolved, that why we still experience hardship, that why we get drained the more with difficulties. Can we say God can't solve our problems, or he his not seeing our afflictions. Remember that book of Isaiah 59 which say the LORD'S hand is not shortened, that it cannot save; neither his ear heavy, that it cannot hear: But our iniquities have separated us from God, and our sins have hid his face from us, that he will not hear. This is what the Psalmist mean by "they that are far from thee shall perish" because if he can't defend us how can we overcome.
