New Mexico’s Otero County Corrections Facility has a Federal wing and a state wing.  As Covid-19 was penetrating the Federal side, the state was moving prisoner into and out of the state prison.  In-coming, sex offenders…shipped out for safer keeping, non-sex-offender prisoners, including some “bad” former police officers. Now, close to 90% of the sex-offenders at the Otero prison have tested positive for the virus.  Investigative reporter Jeff Proctor broke the story and explains what it shows.
