The ostensible reason for creating “opportunity zones” is to entice fresh investments in fresh projects to upgrade poor neighborhoods and the lives of people who live there.  But investigative reporter Justin Elliott of Pro Publica has found valuable Federal subsidies went to old investments in old projects and benefited billionaire pals of Donald Trump.  Crony capitalism at work.  As the Big Tweeter might say – scandal! Bad!!
