Nostalgic for a Cold War?  You might want to join Mauricio Claver-Carone, Donald Trump’s legacy as head of the Inter-American Development Bank.  He wants to turn the Bank into a weapon against China.  Latin-American members like Argentina, Brazil and Chile, who’ve made China their top trading partner may not be ready to sign on.  But they never wanted Claver-Carone in the first place.
