Institutionalized neglect and avoidable amputations are ruining the lives of many people – most of them poor and African-American -- in rural Mississippi.  Investigative reporter Lizzie Presser of Pro Publica found one local doctor trying to improve diabetes care and save lots of legs, feet, and toes.  He knew there was a problem when he saw too many shacks with home-built ramps and rails and someone trapped in a wheelchair sitting nearby.
