Try to hold the New York City Police Department -- the fabled NYPD -- to account and you're in for a lot of resistance.  Investigative reporter Topher Sanders of Pro Publica says both the Department's Inspector General and the Civilian Complaint Review Board file reports about it, but the chokehold --- allegedly banned since 1993 -- still shows up on both officers' and bystanders' videos.
