Clive Glover discusses the draft Hertsmere Local Plan with Councillor Paul Richards. As he is the Environment Portfolio holder Paul is particularly interested in the environmental impacts of future developments. They also talk about improving the quality of new built homes so they are better insulated and so more energy efficient.
