Hidden Expulsions

Hidden expulsions? Schools kick students out but call it a ‘transfer’  This is the one that got me thinking about this   (LA Times Article)

  1. 2012 Civil Rights Data Collection:
    1. The **2012 Civil Rights Data Collection** found that Black students were three times more likely to be expelled from school than white students. This disparity was even greater for students with disabilities, with Black students with disabilities being six times more likely to be expelled than white students with disabilities
  • In response to these findings, the **U.S. Department of Education** issued a **Dear Colleague Letter** in 2014 urging schools to take steps to reduce the number of expulsions for students of color. The letter noted that "disproportionate discipline is a serious problem that can have a negative impact on student's educational opportunities and life outcomes."
  • The letter also provided guidance on how schools could reduce the number of expulsions for students of color. This guidance included recommendations for:
  • * **Developing clear and consistent discipline policies that are applied fairly to all students.**
  • * **Providing training to staff on how to implement discipline policies in a fair and equitable manner.**
  • * **Creating a positive school climate that supports all students.**
  • * **Providing support to students who are struggling academically or behaviorally.**
  • The **Dear Colleague Letter** was a significant step in the fight against disproportionate discipline. However, more work is needed to ensure that all students, regardless of their race or ethnicity, have the opportunity to succeed in school.
