This week marks the anniversary of the ratification of the Bill of Rights – an event Scott commemorates each year with an event in Hillsborough. Sunday, December 15, everyone’s invited to gather at 2 p.m. outside the historic courthouse on King Street – and ring bells for 233 seconds, one for each year since the Bill of Rights was ratified back in 1791. (Hillsborough plays a major role in the Bill of Rights’ history: it was there in 1788 that North Carolina decided not to ratify the Constitution until provisions were made for a Bill of Rights, which pushed Congress to start moving to enact one the following year.)
