When someone hovers, it's not usually a positive thing.   Hovering can feel like stalking.  But God turns things on end when He reveals that He has a history of hovering.  His Spirit comes, hovers over the earth and it comes to life.  He hovers over Mary and she, a virgin, conceives.  His Spirit still hovers where He is invited.
