How GOOD was Matt Hughes Actually?

Matt Hughes was at one point the pound for pound greatest fighter in the world. The man who captured the UFC Welterweight championship has been involved in some of the biggest moments in MMA history. This lead to him becoming one of the promotions biggest stars. Although he was instrumental to helping popularize the UFC Welterweight division, he isn't regarded as the greatest 170 pounder of all time. So how good was Matt Hughes actually?
