Why do puppies cry? Barking and whining are all about asking for assistance. Your dog needs assistance with something and It is the parents, or your job, to figure out what it is. Biologically whining is supposed to be annoying to you. But, how do we stop dogs from whining then?    

Stop reinforcing that form of communication, teach an alternative behavior when they want something, and reward that heavily and constantly instead of whining. Do all of that and your dog will give up on whining because they have a new way to communicate with you.
