The Ontario Immigrant Nominee Program (OINP) is a federal government program that provides permanent residence to certain foreign nationals who are nominated by a province or territory. The program is administered by Immigration, Refugees, and Citizenship Canada (IRCC), which works closely with provincial governments to determine who should be nominated for admission. The Ontario PNP allows provinces and territories to nominate candidates from their ranks for nomination as permanent residents of Canada. For example, the Nova Scotia Nominee Program allows Nova Scotians to apply for Canadian permanent residency through the Ontario PNP program. The OINP is only open to permanent residents of Canada who are not eligible under Express Entry but would like to work in Canada.
