HPE announced their frequently renamed Hybrid Cloud control plan product OneSphere at HPE Discover 2016. It was an ambitious attempt of centralizing the cloud control plan without offering a brokering service. According to the HPE's VP and GM of Hybrid Cloud the goal is to provide the balance of control of operations while exposing cloud API's directly to developers.
