Before, someone had to have the idea of little waifs selling matches. It was a team from Marketing. Here is described the conditions and constraints they were working under before they had their brianstorm.

Problems are antcipated and then overcome about using the urban homless to sell matches with up-to-date manageral techniques.  Success! The idea marches forward.

Initial success with the plan and marketing Successes during the warm summer days leads to a misplaced sesne of wellness.

A final showdown which, somewhat implausibly, tunrs into as anti-mime screed. A happy ending for all ensues, except for the starving waifs, of course.

The meaning of the story is that while there might be a fine line between being steadfast and being a stalker, but it feeds the same to the object of his attentions.
