The South African Property Owners Association (SAPOA) has initiated legal proceedings against the City of Johannesburg, contesting a recently enacted by-law that governs the operation of privately owned CCTV systems monitoring public spaces.
Implemented in February 2025, the by-law mandates that footage captured by private surveillance cameras facing public areas cannot be shared by property owners or security providers without prior authorization from municipal authorities.
