Three per cent of Australians are Indigenous but they make up 27 per cent of the national prison population, and the absence of appropriate support and services police have become the default front line response for indigenous people with mental and cognitive disabilities. Symptomatic of the crisis is the continuing story of Rosie Anne Fulton, a young indigenous Northern Territory woman who lives with Foetal Alcohol Spectrum Disorder.
