Die Digitalisierung der öffentlichen Verwaltung in Deutschland krankt im Kern an der Tatsache, dass Verwaltungsprozesse und Services nicht vollständig digital gedacht, geplant und umgesetzt werden. Ein Hauptgrund dafür ist, dass sehr viele Akteure beteiligt sind und – insbesondere im OZG-Kontext – die Kommunen als ausführende Ebene oft nicht ausreichend involviert wurden. Die Frage ist also: Wir kommen wir in Deutschland zu einer Ende-zu-Ende-Digitalisierung?
Wir haben bei mgm in vielen Bundesländern in OZG-Projekten und Programmsteuerungen Erfahrungen gesammelt und durften auch das Land Mecklenburg-Vorpommern im OZG-Kontext begleiten. Dort wurden viele der Probleme bereits gelöst und Strukturen aufgebaut, die eine trag- und zukunftsfähige digitale Verwaltung ermöglichen. Denn machen wir uns nichts vor: Ohne effiziente, einfache und bürgernahe Onlinedienste wird die öffentliche Verwaltung schon in wenigen Jahren nicht mehr funktionieren.
Im Interview berichtet Hauke Rickertsen, OZG-Koordinator des Landes Mecklenburg-Vorpommern, von seinen Erfahrungen. Was hat gut funktioniert, was kann besser werden, woran wird gerade gearbeitet?

Andreas Rein hebt hervor, dass Flight Levels ein Kommunikationsmodell sind, das es ermöglicht, abteilungs- und unternehmensübergreifende Zusammenarbeit besprechbar, analysierbar und verbesserbar zu machen.
